投诉：香港��《公民�利�政治�利国际公約》/ Complain: the violation of "International Covenant on Civil and Political Rights" in Hong kong

本人欲�贵机构投诉香港特別行政区政府��《公民�利�政治�利国际公約》(下称公約) 第�四�����。根�香港政府2007年2月9日的立法文件CB(2)1014/06-07 (03)�文件 [1] 第五段指出，该公約适用於香港。

根�《公約》第�四�，法律应平等地对待�个个体。但近日香港之�法机构淫亵物�审�署 (下称审�署) ��能�供公平公开公正之审讯。

就香港的程�而言，影视�娛�事务管�处 (下称影视处) 主动�现�雅物�或收到有关投诉�，会把有关个案转介给审�署按照香港法例第390章《淫亵��雅物�管制�例》(下称管制�例) 进行评级。工商�科技管�局的现任局长，王永平先生亦於2006年7月16日之香港政府新闻公佈中指出，「影视处负责执行法例，审�处则评定物�类別。�[2]香港大学法律学院院长陈文�亦表示，《管制�例》�赋予评审�力审�处，其他机构並�享有该�力[3]。

�下应该己知悉近日香港有超过二�宗投诉指圣��雅[4]。然而影视处�沒有�守其仅为执行机构的身份，拦截了圣�在香港�法制度下得到公平公开公正之审讯的机会。加上影视处对最近多宗事例之��处�手法，本人怀疑影视处�审�署，已�为言论审查�打擊異�者的工具��此举�时��了《公約》第���对言论自由之�障。
